PLANNING COMMISSION MEETING MINUTES
August 18, 2009
EVENDALE MUNICIPAL BUILDING

The regular August meeting of the Evendale Planning Commission (EPC) was called to order by Chairperson Dick Shaffer at 6 PM on August 18, 2009.  Attending were EPC members Doug Lohmeier (Council Representative), Dick Shaffer, Susan VanAmerongen, Rob Adams and Dan Frank.  Supporting the EPC were Jack Cameron, Pam Morin, Kathy Farro, James Dobrozsi (Architectural Review Board Member) and Ralph Terbrueggen (Architectural Review Board Member)

Public Hearing:

1.      Proposed text amendment to Chapter 1263, Cellular or Wireless Communication Towers and Systems.

Dick Shaffer announced that the public meeting was open and if anyone had any comments.  No comments were received.

A motion was made by Dick Shaffer and seconded by Rob Adams to close the public meeting.

The motion passed 4-0.

New Business:

1.      Proposed text amendment to Chapter 1263, Cellular or Wireless Communication Towers and Systems

Dick Shaffer clarified the changes that are to be made to Chapter 1263

A motion was made by Rob Adams and seconded by Doug Lohmeier to recommend the approved text changes to council.

The motion passed 5-0

2.      Speedway/SuperAmerica, 10760 Reading Road,  - Site Review of Building Additions

Mr. Bill Oerther, Speedway/SuperAmerica LLC presented plans to add a walk in cooler to the north side of the existing building.   The addition would be a bronze metal similar to the existing trim on the building.  There would not be an outside entrance directly into the cooler but the existing door location will be relocated to meeting the zoning code.  In addition to the new cooler, the existing sign/reader board would be relocated, no new signs are going to be added and the existing ice chest would rotate slightly from its current position. The existing brick planter on the front (west) side would be removed in order to keep seasonal merchandise.  It was expressed to Mr. Oerther that seasonal merchandise displays are not permitted per code 1282.06.  However; Speedway may obtain a temporary use permit for selling seasonal items and to work out the details with the Evendale building department.  Mr. Oerther also stated that there would be a larger dumpster area, fully enclosed and that it would b screened by a chain link fence with brown vinyl slats.  It was expressed to Mr. Oerther that the type of fence shown is not an approved fence.  James Dobrozi mentioned that it would be nice if the cooler was made of brick but acknowledged that it would be an expensive option.

A motion was made by Dick Shaffer and seconded by Rob Adams to approve the site plan with the following conditions:

        •       That the dumpster be fully enclosed with a 6’ high wood fence stained to match the building.
        •       That the planter in the front (west side) of building can be removed and that brick to match the existing building is placed down to the sidewalk.
        •       That a minimum of (4) 3’ high evergreen or semi-evergreen shrubs be placed in a 5’ wide by 14’ long plant bed in front of the proposed cooler (west side of building).  The plants should all be the same variety and some options include:
                •       Hick’s Yew (Taxus x media "Hicksii")
                •       Burkwood Viburnum (Viburnum x burkwoodii)
                •       Leatherleaf Viburnum (Viburnum rhytidophyllum)

The motion passed by a 5 yes 0 no vote.

Internal Business:

1.      Report from Village Engineer
        
Per Dick Shaffer – Vineyard and Renoir Roads have been approved by council to be widened/improved.  Gate Club will be closed off in mid-September for improvements

2.      Other Items

Jack Cameron informed the EPC that there was an RFQ that went out for consulting services to help implement the master plan, strategic planning and marketing.  Evendale received 17 proposals and from those 17; 5 or 6 will be interviewed. Some firms were local while others were national.  The list includes Jacobs (local); Front Street Analytics/Kinzelman Kline Gossman (local); Keating Meuthing Klekamp/GBBN/Boorn (local); Cole Russell/Economic Development Planning (Denver and C+R has a local office); TIP Economic Development (Austin) and Camoin Associates Economic Development (New York).

GE Project has been approved for a tax credit and is moving forward.  As a result of this project, Glendale Milford and Evendale Drive would get redone to accommodate traffic flow.

3)     Approval of Minutes - July 21, 2009

A motion was made by Dick Shaffer and seconded by Rob Adams to approve the EPC minutes from July 21, 2009.  

The motion passed by a 5 yes 0 no vote

On a motion to adjourn the meeting by Susan van Amerongen and seconded by Dan Frank, the meeting was adjourned at 6:50 PM by a 5 yes 0 no vote.  

The next regular meeting is scheduled for September 15, 2009 at 6:00 PM.
